Although very dated at this point, with no consideration given to the crucial 1995 military operations in Croatia and then Bosnia and the ensuing Dayton Accords in a revised and updated edition, "Balkan Tragedy" is still a somewhat useful source because it provides considerable in-depth analysis of the underlying economic and structural causes of Yugoslavia's break-up. Woodward also tries to broaden the scope of her analysis to consider the ways in which the wider international context influenced events in the former Yugoslavia and even fomented their intensification. However, while this approach does clarify many events that occurred after the wars in Croatia and Bosnia had already begun, Woodward does not quite succeed in providing completely credible explanations for the actual origins of the Yugoslav crisis. Despite the hefty text, extensive research and copious footnotes, one can't escape the feeling that Woodward's approach is at times piecemeal (to paraphrase her former boss, the tragicomical Yasushi Akashi), primarily when dealing with the international players (from the IMF to the EU and U.S. State Department) who she insists bear a great deal of the responsibility for the Yugoslav tragedy. For while she often provides detailed explanations of the political and economic factors and pressures at play within the former Yugoslavia and their impact on decision-making and political events (which often seems to exonerate the various Yugoslav leaders of their culpability for concrete abuses of power and war crimes), she does not similarly analyze the economic/structural aspects and motivations guiding the foreign policies of the various outside powers which could have and eventually did influence Yugoslav events - even though her approach would seem to demand such consideration. Regardless of the degree of complicity of international players in the Yugoslav tragedy (and it was great), the prime responsibility for the political breakdown and course of Yugoslavia's dissolution lies with the various post-Yugoslav leaders (some more than others). After all, they made the decisions on how to respond to and/or manipulate international (primarily economic) pressures and domestic (often nationalistic) tensions, and this is not made sufficiently clear in Woodward's book.

The book sometimes hides its thesis behind detail, and is not easy to follow.It was finished for the press before the Croat offensive of Spring 1995, and loses some perspective in consequence.Hence only four stars! It is very thoroughly researched (not just full of footnotes), and it isone of the very few books on the Bosnian war which doesn't simply pickheroes and villains - which has, of course, led to it being denounced aspro-Serb.Woodward's main line is that the basis of conflict was 'theeconomy, stupid'.Successive blunders in the terms of IMF loans, andmisjudged changes in the federal constitution, set the constituentrepublics against each other.Misunderstanding of the issues (andGerman/Austrian favouritism to Balkan clients) led the European powers intogrossly unprincipled and utopian interventions.The federation was leveredapart, while preserving intact the constituent republics.This was a'solution' to the wrong set of problems.The United States, continuallyencouraging the Bosnian Muslims to wait for the NATO fairy to rescue them(it didn't), completed the sorry work of war-making - though this lastelement is better documented elsewhere (e.g. in Rose's _Fighting forPeace_).I don't agree with all of the author's opinions. In particular,I think national allegiances run deeper and history is more relevant thanshe wants to believe.But it is a serious attempt to rescue this piece ofcontemporary history from self-indulgent moral one-upmanship and propagandasaturation.If only Woodward could write as well as Ivo Banac!

Dizdarevic does a good job of showing the terror of everyday life in Sarajevo.What struck me about this book is how the population slowly accomodated itself to random shootings and starvation.As the population adjusted itself, you can feel the anger welling up inside the author against the world leaders and the UN.UN troops sat around and did nothing.These troops were Canadians and French who watched Serb troops shoot down innocent civilians.When the Bosnians tried to defend themselves, these same UN troops issued veiled threats against these defenses.It just goes to show the spineless foreign policy of the UN and those who provide troops for these peace keeping missions.5-0 out of 5 stars An Amazing, Shocking Journal of the Balkan Conflict!

The author was an editor of Oslobodjenje, Sarajevo's independent newspaper that continued to publish daily throughout the 1992-1995 period that the city was besieged by Serb nationalist forces. The journal entries take in just the first 16 months of that siege. It is chilling to realize that the siege would continue for more than two years beyond the period covered by the journal-and that populations in some other cities and villages suffered even more than did Sarajevo's. ... Simply beautiful.Amidst the outpour of dry political/historical literature that attempted to explain and contextualize the breakup of Yugoslavia, Debeljak's essay represents a very unique perspective of Yugoslavia's brilliant popular culture as a symbol of the new energy, creativity, and initiative that had come to characterize the first truly Yugoslav generations: that young segment of society that, if not obstructed by politics and warmongering, could very well have led the peoples of this southwest Balkan state towards an era of a truly "cosmopolitan" national identity.Debeljak laments the creative, constructive and truly "Yugoslav" intellectual and cultural force that was supressed and destructed by the wars of the 90s.His work provides a unique perspective of a frequently overlooked aspect of Yugoslav identity which many today claim never existed.The emotional force of the writing of this X-Yugoslav additionally proves that it did.

Ah how biased is this book! I wonder how somebody can right this and claim it to be true.....Croatia was arming for war much before Milosevic came to power.Tudjman was a real war monger and a real Radical nationalist. He aimed to clean Croatia of Serbs (like Pavelic started in W.W.II)and he managed to do it in 1995, with Clinton's help.

After reading this essay, I was impressed by how little impression it made on me.Other than this: it is written by a very self-absorbed poet/philosopher who laments the collapse of Yugoslavia, but only offers one-sided blame towards the Serb republic.This made for a very tedious read, as not a single high-flown metaphor of Debeljak's is directed towards any Slovenian politician who might have played a role in the disaster.In fact, while gnashing his teeth over the Yugoslavia that was taken away from his generation, Debeljak then talks about his pride in defending his Slovenian homeland from the Serb "aggressors".Was the Yugoslavian National Army not in fact trying to keep Yugoslavia whole?It's contradictions like this that make for a very weak essay.Read more

A great book to understand why the Yugloslav people went to war in 1991. MacDonald shows how the Holocaust was instrumentalized during the nineties by both Croats, Muslims and Serbs, in order to portray the other republics as evil enemies bound on the destruction of the other nationalities. By claiming a role as victim, nationalist leaders like Milosevic and Tudjman could rally support for a war against the other republics, relying heavily on Yugoslav history. Croats were portrayed as descendants of the fascist Ustasa-regime, which ruled Croatia during WW II and persecuted Jews and Serbs alike. This "genocidal nature", Serb nationalists claimed, wasn't erased by history and manifested itself again, and therefore legitimized a "defensive war". Croat nationalists told the same horror stories to prove the Serbian "genocidal nature", which would explain why independence and a war against Serbs were necessary for the Croatian people to survive. Although McDonald often repeats the same message, he does succeed in making clearwhy Croats, Serbs and Muslims went to war in 1991. Anne Holohan's book is a must-read for all managers, administrators, peacekeepers and development and aid workers. She takes two municipalities in Kosovo after the intervention in 1999 and compares how their paths towards development and reconstruction diverged. The book is fast-paced and eminently readable, particularly chapters 3 and 4 that are peppered with personal, and at the same time, relevant anecdotes. The second chapter that deals with sociological theory while of interest to academics can probably be skipped by the layperson. Read more
